The Committee analyzed
implementation of the Law "On Restructuring Wage Arrears in Compliance with Clause
57 of the Law of Ukraine "On Education" to prepare and submit respective
conclusions and recommendations to the Verkhovna Rada of Ukraine.
The Committee emphasized that according to the report of the Accounting Chamber of Ukraine and the Central Committee of the Trade Union of Education and Science Workers of Ukraine, requirements of the Law were fulfilled in 2009. However, the Ministry of Science and Education informed about the wage arrears in Zakarpattia region in total of UAH 600 and in the Ministry of Defense in total of UAH 13 500 as of the beginning of 2010.
In December 2010, the Committee addressed F. Yaroshenko, Minister of Finance, with a request to solve the foregoing issue. The Ministry on Finance of Ukraine announced that as of 01.01.2011 all the wage arrears envisaged by clause 57 of the Law "On Education" were repaid.
Taking into the consideration that the Law "On Restructuring Wage Arrears in Compliance with Clause 57 of the Law of Ukraine "On Education" was completely fulfilled, the subject of regulation of social relations established by the Law being exhausted, the Committee resolved to recommend the Verkhovna Rada to adopt the bill on invalidating the Law "On Restructuring Wage Arrears in Compliance with Clause 57 of the Law of Ukraine "On Education" submitted by People's Deputy of Ukraine Kateryna Samoilyk.
